The public policy cycle begins with the existence of a public problem , understood in a generic way as a set of needs of a series of actors, to which the public sector must respond.

The characterization of this public problem and the needs associated with it through research and studies is a common need for public managers.

Scientific research on public needs and problems is carried out by Trestle BD through studies using quantitative and qualitative techniques that allow us to characterize and fully understand the situation to be managed by the public manager, as well as collecting the contributions of those affected and of agents involved in order to design viable policies.

Over the last 10 years, Trestle BD has carried out this type of study for a large number of institutions and in practically all areas of public management.

Trestle BD conducts more than 100,000 surveys annually, designed and conducting important field operations to carry out both large surveys (such as the National Survey on the Use of Drugs and Alcohol, with a fieldwork of more than 40,000 face-to-face interviews), as well as minor surveys. size.
